writing this while attending the Governing Council of the University of Salamanca. Session in which it is committed, under the complicity of most members, the fraudulent appointment the student representative on the University of the State Council directly, automatically and without uttering such appointment by an electoral process, thus giving the opportunity for student representatives to choose whom they believe most suitable to represent them in this newly established national body with the Statute Student.
But far from supporting such a democratic and representative institutions, has committed a dedazo furnished and decorated. For those unfamiliar with the channels of representation of the University of Salamanca I comment outlined its structure, so they are aware of the aberration in today's highest governing body of our institution.
The bill approved by the Council of Ministers articulates that the appointment of student representatives on the University Council of State must be held by the Student Council or in his absence in the Governing Council of the university. Our university has not established for that purpose by the Student Council, and the stubbornness of certain people concerned have been considered as such to the Board of Students, an illegal body which is not recognized in the statutes of the institution. Not being recognized by the Statute can not have power to be considered as a representative body, and therefore should not have the power of choice and representation.
The internal organization of the Student Board is clearly disproportionate, thus preventing an agreement. Consists of a council of associations and council delegations. Each council provides four representatives to the Board of Students. The four provided by the association board are elected by each of the partnerships Investigation Board on the advice of associations so that each individual set free and that is even to be by ballot. Also add that has nothing to do delegationships number of each association in the council of associations with the number of cloistered that each has in the faculty, both are tied to represent all Associations of weight gain election in the elections (from 5 cloistered all have a voice in the council of associations). Something similar happens with the representatives of delegations, who are appointed by the Board of Directors of the Council, so that the block vote is clear, at least the mechanism established for the latter assumes the discipline to vote, thus preventing any discussion and decision, as the Council representatives delegate some a priori of a tie-breaking discretion as to chair the Board of Students, I remind that lacks a democratic support. We are then left to the arbitrary and the juncture in time that the choice of representative of the University of Salamanca in the University Council of State.
But there are even more embarrassing quirks, and is the representation of the Board of Students, which is chaired by a rotating basis every six months between the chairman of the association (also rotating every six months between the members of the associations) and the Chief Executive delegations. So what we deserve students at the University of Salamanca a person to represent us in the State University Council have not had the opportunity to vote or choose at least in the governing bodies of the academic institution, where we have representation students?, but more, why do we have to assume that even become our representative a person who never went to elections, and if so was not supported by most students at the University of Salamanca?, " How to choose a body therefore not regulated by statute?
A general conclusion of the Governing Council today, even supported by the Rector, is that the Board of Students is clearly illegal, and contains no democratic means of election, even committed to creating them. Therefore, if we agree on the idea that the Board has no legal channel Students Why has come to pass that this is holding the body representation in the State University Council through its president?, is clearly a contradiction. The solution was clear, and so provided by law, if there is a Student Council or similar, with a minimum guarantees, will be the Governing Council to decide among students who wish to apply. Facing a democratic process where we all had opportunity to submit nomination, has opted for the imposition and the direct appointment of a chairman of the Board of Students without endorsement of any kind, so for me not represent anyone, or nor any of my students at the University of Salamanca.
Has once again proven that despite the conviction of members of the Governing Council that they were deciding something totally illogical, preferred dancing to the proposed water rectory, senseless and highlighted by the obvious, showing once again it is a submissive body, with a discussion of patronage and restrained by good manners.
